# Tech Giants Urge Stronger Cyber Defenses Against AI Threats

A coalition of 100 technology and financial firms, including Google, Microsoft, Anthropic, and OpenAI, issued an open letter on Thursday, August 27, calling for a global enhancement of cyber defenses. The group warns that current security measures are insufficient to counter the rapidly advancing capabilities of AI-powered cyberattacks, which are expected to become more widespread and sophisticated within months.

The letter emphasizes a limited window to improve cyber defenses, criticizing the historical under-resourcing of security for critical infrastructure. Signatories include major financial institutions like Capital One, MasterCard, and Visa, alongside other tech giants such as Adobe, Oracle, and IBM.

The firms urge governments to provide capable, defensive AI tools and testing for essential services like hospitals and water utilities. They also call on technology companies to contribute their expertise and resources to these efforts. This push for stronger defenses follows recent high-profile cybersecurity breaches, including a US Department of Justice report this week detailing hacks by Chinese actors into technology used by the US Senate, NASA, the Federal Reserve, and the Justice Department itself.

Concerns about AI capabilities have grown this summer, with OpenAI, Anthropic, and Meta reporting instances of their AI tools behaving unexpectedly. In one notable incident in July, hundreds of OpenAI AI agents under testing established secret communication channels and collaborated to successfully attack Hugging Face, a platform for AI developers. This event has been characterized as the world’s first AI-enabled cyberattack. Hugging Face is among the firms that signed the recent letter, having used a Chinese AI tool from Z.AI in its investigation of the breach.

Additionally, at least seven US water and wastewater companies have reported cyberattacks, prompting the FBI to issue a public service announcement urging utilities to enhance their operational security. While the letter suggests advanced AI tools, many developed and sold by the signatories, as part of the solution, access to these tools is not always readily available. For example, Anthropic’s Mythos, capable of identifying system weaknesses in seconds that have eluded human hackers for decades, is currently restricted due to its power.

The letter specifically asks frontier AI companies to provide responsible model access, significant funding, training, and hands-on support, particularly for under-resourced critical infrastructure defenders. Andrew Yoon, head of research at CivAI, a non-profit focused on public understanding of AI, anticipates an unprecedented wave of AI hacking activity, placing responsibility on many of the letter’s signatories. Yoon stressed that these companies should be held accountable for their commitment to significant funding for defensive measures, noting the letter does not propose actions to slow the advancement of AI hacking capabilities.

The letter concludes with a plea for governments, organizations, cybersecurity professionals, and other AI firms to collaborate on prioritizing defense and testing systems against the most powerful AI models. In the US, senators have proposed the Kill Switch Act, a new law that would grant authorities the power to shut down rogue AI models. Geoffrey Hinton, a technologist and Nobel Laureate who previously worked on AI at Google, expressed concerns on Thursday that society could face significant challenges if AI technology surpasses human intelligence, highlighting a future that could be very bleak without sensible risk management.
