As of August 6, 2025, the transfer process has already seen 48 animals moved from JARM to the Hilton Head Humane Association (HHHA). From now on, all strays and owner surrenders are to be processed at the Beaufort County location. To facilitate the care and medical needs of these animals, HHHA has generously donated veterinary services, supplies, and employee assistance.

Under the terms of the IGA, Jasper County has committed to reimbursing Beaufort County for all expenses associated with the care of the transferred animals. Beaufort County is actively tracking the costs incurred, including employee hours, mileage, and donated supplies, with plans to issue invoices every two weeks for non-donated expenses. Reports indicate that between August 1 and August 8, the county logged 36 hours of assistance in caring for the relocated animals.

The situation at JARM became critical enough that Beaufort County began providing assistance on July 4, 2025. JARM faced immense pressures from increased animal intake rates and limited funding and space. Jasper County Councilman Chris VanGieson has underscored the severity of these issues, indicating that the mission was overwhelmed by the sheer number of animals needing shelter and care.

Since their takeover in 2024, Keith Hughes and his wife Melissa have implemented improvements at JARM. However, the facility, originally built in 1996, has yet to undergo renovations and is deemed inadequate for the current animal population. Past operating procedures limited animal intake to residents from incorporated areas, further exacerbating the problem.

The partnership formed between Beaufort and Jasper counties is seen as a necessary measure to ensure animals are maintained in humane conditions. Hughes has emphasized that the collaborative efforts of various agencies are vital for enhancing animal welfare. Looking ahead, there are hopes for long-term improvements, with discussions around the development of a new animal shelter facility already taking place.

At the Hilton Head Humane Association, many of the animals that have been transferred from JARM are now available for adoption, often at a fee of $100. There are instances where adoption fees have been sponsored, waiving the cost for potential pet owners. This initiative not only promotes the adoption of these animals but also contributes to alleviating the burden on the overwhelmed shelter system in Jasper County.

As Beaufort County manages the operations of the facility, the focus remains on improving care and shelter conditions for the animals.
