Legislation Addresses Film Production, Critical Minerals, and Birth Tourism
Sen. Tim Scott recently introduced three bills focusing on domestic film production, critical mineral supply chains, and birth tourism. Supporters of the legislation indicate the measures are intended to strengthen U.S. economic competitiveness and national security.
One of the proposals, the Motion Picture, Television, and Entertainment Revitalization Act, aims to create a federal tax incentive for film, television, and visual effects projects produced within the United States. This legislation would offer a 20% tax credit for qualifying productions, with potential for additional bonus credits under specific conditions. The film industry in South Carolina supports approximately 1,700 workers in traditional production roles and over 7,000 jobs across the broader entertainment sector.
In a bipartisan effort, Sen. Scott, alongside Democratic Sen. Raphael Warnock of Georgia, introduced the Critical Mineral Executive Coordination Act. This bill would establish a training program for Foreign Service Officers specializing in critical minerals and create a permanent adviser position within the National Security Council to coordinate federal policy related to mineral supply chains.
A third bill, the Birth Tourism Elimination Act, seeks to prohibit foreign nationals from utilizing certain temporary travel programs if their primary intent is to give birth in the United States to secure citizenship for their child. This proposal would also enhance enforcement against businesses that facilitate birth tourism operations. The measure would codify a State Department policy from 2020 that restricted the use of B visas for birth tourism and extend enforcement to other temporary entry programs.
